The Czech Republic is divided into 14 regions (kraje), including the capital city of Prague. Each region has an elected assembly and a governor (hejtman), and is responsible for secondary schools, regional roads, hospitals and public transport. The regions were created by a constitutional act in 1997 and began working in 2000. They replaced an older system of seven large regions created in 1960, which had lost their administrative powers in 1990. Most regions are named after their capital city, such as Plzeň, Brno (South Moravian) and Ostrava (Moravian-Silesian), while the Vysočina Region is named after the Bohemian-Moravian Highlands.
